APEX on mobile device

I have an APEX application that is used on a mobile device. The application was created using APEX 5.1.4 in the Universal Theme and the Mobile User Interface. We are in the process of upgrading APEX from v5.1.4 to v19.2. The page layout in APEX 19.2 is terrible. The application in APEX 5.1.4 is running with "out of the box" functionality. I am trying to get the same layout in APEX 19 without having to generate a lot of custom HTML and use a lot of custom javascript. Is this possible?
