Apex not loading over VPN (tomcat works)

Hi.

We just updated Apex to 24.1.7 and also updated ords to 24.4.0. Locally everything works, but over VPN not. Before the update it worked over VPN with no problem.

Tomcat is still accessible over VPN, like IP:8080, but as soon as we add ords (IP:8080/ords) site isn't loaded. Site show new session ID, then it just loads and doesn't load.

Is the problem with ORDS, maybe because of wwv_flow_epg_include_modules.authorize?
