APEX not accessible with IP address in URL - localhost works

Hi,

I installed Apex 3.2 on Oracle 10g XE, Windows XP. I can access it through localhost:8080/apex URL. But when I try to access it using the IP http://111.222.333.444:8080/apex (from my system as well as from intranet), I get page cannot be displayed error. The error message says.

<pre> A communication error occurred: "Connection refused" </pre>

But still the system is accessible as localhost. Perhaps this has nothing to do with Apex. But still I wonder if anyone of you have already faced this sort of problem and know where to look for.
