Apex my app can't get css files from apez images

Hi apex developers, I'm having a bug in the apex image part. I have 2VMs, 1 VM running ords, 1 VM running db19c and apex 24.2 on pre. When I run it, it gives me this error, I did @reset_image_prefix.sql /i/ but it still gives me this error. And I created another image file on the VM running ords and edited the config file to use the image from ords but it still gives me this error. Please help me, thank you
