Apex & Joomla (CSM)

Before I start writing I have to let you know that my English is no so good, I'm from Colombia and here is my case.
I'm a Apex fanatic and now I'm building a website for a community where moderator users can make schedule to appointments and the rest of the users of the community can see the appointments they are attendees. The attendees also see comments the moderators write about their appointments and they have registered personal data in the application including images.
I'm always have done this kind of things in Joomla, because it's has components to create communities, manage sessions and users accounts easy, and the amazing templates that community provides for website design, but now my client want to include the information of the billing system in the website for users to see it and also want a small CRM component in the website.
So I was wondering if I can build my billing system in Apex and I want to know if it's possible to make and interface between Apex and Joomla, so users see a website Joomla based but workers see my Apex application. Remember that joomla only can be installed in MySQL and Apex in Oracle. I have been searching and it's difficult to find a hosting that has an Oracle Database and a MySQL database installed.
One more thing, the application I want to develop is a SaaS app.
