APEX is not working after machine restart

Hi,
One week back I upgraded tp APEX 4.0, I am using DB Express Edition.
Last night my machine was restarted and after that APEX stopped working.
I am getting "Problem Loading Page" message, I restarted my Oracle Listener, DB, Firewall is OFF...

I have no clue how to troubleshoot this.

Can someone please help?
