APEX Interactive Report "security settings ...ActiveX"

hello this sounds trivial but i have been banging my head since last 12 hrs, so here i am...

Problem: the interactive report chart is not getting displayed and i get a IE warning your security settings do not allow websites to use activex controls installed on your computer. This page may not display correctly
it does not give me any option to install or allow active X
i have tried it both on the local server "127.0.0.1" and over the lan from another server and i get same error link: Screenshot
this is windows 2003 SP2 environment


i have this simple interactive report created on "Application Express 3.2.1.00.10" and i am trying to create a bar chart on the fly using the options available
i have installed the SVG and Flash Plug in
i have allowed / enabled all activeX related setting in IE
i have added my local site in trusted sites list
graph/chart reports were working on the default APEX version which comes with XE, i updated the APEX to 3.2...to get interactive reports so that user can create graphs and charts on the fly

as i was writing this i tested Firefox and i can see my graphs in there
what can i check in the APEX or IE settings Most likely it is a STPD IE issue
