APEX Image upload from iPAD- reduce file size before upload

Am developing my first APEX application for use in the field on SIM enabled iPADS, and loving the technology. I am used to a desktop only Oracle Forms inputting environment
Test have shown that response time and general connectivity have not been a problem in 3 and 4G areas of the UK, but I do have a problem with image file size. I am loading from photo library or direct from the camera to the database without a problem when using a wireless connection, and they are displaying fine in my form where I use image size to show a thumbnail. However in the field this slows to 5 second (4G 2 bar signal) and becomes unworkably slow with a 3G 2 bar signal. The core of the problem is that the images taken by the iPAD have a default quality setting I do not think I can alter which produces pictures from 3-8MB - far too big for our purposes- 600k-1MB would be perfectly adequate
I want my field teams to be able to hit a button in the app invoke the camera and take a pictuire. I want to avoid them having to load a second app to re-szie them prior to adding them to the Apex record
So I think I have following options
Reduce the default max image size on the iPAD so smaller images are always generated by the camera
Have an app other than the default iPAD Camera app initiate when the Camera rather than 'From photo library' option is chosen from the Add Media button in my form. An app that uses the device's camera but allows image capture size to be set. Is that possible - can I fire up a 3rd party app on my tablet from within an APEX app?
Get some advice from you clever people as to a clever widget/plugin or indeed a left-field solution to this problem
