APEX - http://localhost:7001/apex/wwv_flow.accept -> Forbidden

Hello everyone.
I've been looking forward a couple of solutions to my problem but nothing seems to work or fit my case..
So i got a Oracle 10.2 XE database + Weblogic Server 10.3.4.0 + Aplication Express 4.1 (and listener 1.1.3) + Google Chrome installed according to the guides provided at APEX website.
Now that i try to acess to the administration page at : http://localhost:7001/apex/apex_admin using "admin" user and corresponding changed password with apexxepwd.sql then it will redirect me into a : http://localhost:7001/apex/wwv_flow.accept saying "Forbidden"
I tried to look at Weblogic log but i can't find anything usefull to solve this.
I tried to change proxy setting on webbrowser to ignore configs for localhost but it didnt work either.

Can anyone please help me?
