APEX

Hi All,

I would like to create a small project(csv export to create report and forms.) having one page and four tabs and that will be access by three levels of users .

a) users can view the reports only.

b) users can edit and view records

c) users can edit and view records and create new users as well.

1) I would like to know type of authentication that fulfill my requirements with little or no customization: apex in built authentication or Database Authentication
2) Do i require to create forms and reports separately rather than forms and reports together from csv.
