APEX_DATA_PARSER allows parsing of NVarchar2 type characters

Hi Experts,
Im Using APEX21.2, and i want to know if the package APEX_DATA_PARSER allows parsing of NVarchar2 ?
Because I have a csv file that contains Japanese characters (accepting only NVarchar), that I want to parse.
