APEX_Configuration

I have a question on APEX.

I created an oracle database using oracle 11.2.0 on linux.

I noticed a few APEX schema that have "APEX_0300" in it.

1) Does creating a database using 11 R2 create and configure APEX 3.2 automatically?

2) Is APEX ready to run/use in the database or i still need to do some configuration for it?
If yes, what need to be done.

3) Do i need to download the latest APEX release 4.1 and install it if that is not part of the database creation?
