apex classic report custom height with 5 rows as defalut

I have 4 region with classic reports, each region have sql query with different condition's.when the data is null then the report region need to be display with 5 rows empty as default and apply the same to other regions as well! iam using Refresh report and keep pagination [Plug-in] for each region when Fire On Page Load as DA for keeping 5 rows at all..

How can define the size?
