Apex causes ORA-00018 and ORA-12516

Hi,

Some of our Apex applications have caused the database to hang. The database either runs out of sessions (ORA-00018) or available handler (ORA-12516). Does anyone know why there are so many APEX_PUBLIC_USER sessions in the database v$session view? Why these sessions are not killed even though users have logged out. We use Oracle HTTP Apache 1.3 to run our applications.
