Hi,
I am currently having an issue with creating admin user in APEX when running apxchpwd.sql in Oracle in RDS. I am using Engine version 19.0.0.0.ru-2021-10.rur-2021-10.r1 and the APEX installed is version 21.2.0. I have tried to reinstall several times but the problem still persist. I can also access the APEX using localhost port 8080.

Is there any method to add admin user beside running apxchpwd.sql or is there any missing steps that I should be aware of?
