Oracle Database Discussions

hi,
i installed version Oracle 10.2 Express Edition on Windows vista home professionale SP 1.

1) After installation I click on link 'Go To Database Home Page' that opens 'http://127.0.0.1:8080/apex' but the browser can't find the page

2) I try to connect undex sqlplus (connect SYS/password AS SYSDBA) and the response is 'Connesso ad un'istanza sospesa.'
Then launch 'STARTUP' with response :

ORA-27102: out of memory
OSD-00026: informazioni aggiuntive sull'errore
O/S-Error: (OS 1455) Il file di paging ┐ troppo piccolo per essere completato.

Note :
a) the listener is started, but seem doesn't listen on port 8080. Response of lsnrctl status :
