I have an application which was started under APEX 18. We have since upgraded to APEX 24, but this application doesn't seem to have all the options in the context menu in the APP Builder. Specifically the Comment Out option is not there in the app that was created in 18.

Both of these apps are in the same workspace
Our current workaround is to create a Comment Out build option and that does work.
How can we enable this context menu option in those apps where it does not appear?
