APEX and Oracle iAS

I am about to recommend Oracle technology to my customer who had been using Sybase PowerDynamo (EOL-ed quite sometime ago). Having to choose between JDeveloper with Oracle iAS or APEX and Oracle iAS, I'm currently stuck in a dilemma here. Hopefully some APEX experts can give me a point or two...
For the records;
a) The Oracle iAS being proposed here is meant to cater for business logics processing (i.e. EJB for JDeveloper or Webservices for APEX), portal capability and single-sign-on feature
b) Choosing APEX was because of the easy learning curve
c) Choosing JDeveloper was because of the ability to code complex logics and to write webservices or EJB to sit in iAS
d) The language to write webservices for APEX will be considered later (Most probably back to JDeveloper)
Questions;
1) Can APEX can exist as a portlet within iAS portal ?
2) Customer are looking for a single sign-on feature to 5 applications that is about to be migrated, in this sense, which layer should provide the authentication/security ? APEX or iAS ?
3) Can APEX works with other heterogeneous database ? This is also the main reason why I would choose JDeveloper (Heterogeneous DB access). If not, are there any other ways to obtain data from a Sybase ASE database and put it as part of APEX ?
Sorry if these questions sounds noob, I'm just learning and hope to provide the best solution to my customer.
