APEX and Content Delivery Network - who needs access to the CDN?

Hi,
Apologies for maybe a basic misunderstanding - but here is the question.
I have developed an APEX application. I have set it (at an application level) to use the 19.2 CDN static content - as described here.

It's all working great.
I have even got ORDS up and running on a different server to serve up my APEX application.
However, both my DB server and server running ORDS are VirtualBoxs using a bridged adapter - i.e. they effectively have "internet access".
I suddenly realised - I'm not entirely sure which component in the chain here is accessing / calling the CDN!
Is it:

  1. the DB server (i.e. the APEX install)
  2. the server running ORDS needs to be able to access the CDN
  3. it's actually the browser accessing the CDN
    My concern being that if I deploy to environment where 1) or 2) do not have "access to the internet" - my app will not work correctly.
    Can someone please set me straight?!
