APEX Allow Public File Upload - Yes

I have an APEX app that needs to allow unauthenticated users to upload files. In our development environment I see the setting for this
Under 'Manage Instance' -> 'Security', set 'Allow Public file upload' to 'Yes' to upload the files

However our Test and Production environments are runtime only (meaning I can't use the administrative interface to change this setting). So my quetion is how can I change this setting in the database? Is there an API call or a table that can be updated directly to change this setting to Yes?

We are using APEX version 4.0.1.00.03
