APEX 503 Service Unavailable after upgrade of free ATP database to 19c

Hi,

I'm not sure if this is the correct group for my issue...

I'm using a free ATP database in the Oracle Cloud, it was originally on version 18c but it recently got upgraded to 19c.

The database is showing the status "Available", but when I try to connect to it using SQL Developer Web or APEX, I'm getting the following errors:

503 Service Unavailable

ORDS was unable to make a connection to the database. This can occur if the database is unavailable, the maximum number of sessions has been reached or the pool is not correctly configured. The connection pool named: |ocid1.tenancy.oc1..|re| had the following error(s): ORA-01035: ORACLE only available to users with RESTRICTED SESSION privilege

Anyone else facing the same issue? I already tried to restart my database, but it didn't help...
