Apex 5 problems after apex_public_user expired

yesterday the password expired for the apex public user. no users could login to any of the sites on this database.

the dba unlocked this user and made the password the same as it was. He also unexpired the anonymous user and a user called flow_files.

This did not fix the problems.

any ideas on what to look for?

apex 5 running on oracle 11 using the EPG listener.
