Apex 5 IR actions menu modify

Hi All,

Is this possible to change the order of Chart Label dropdown values in ascending when we are choosing this:

click actions button in IR --> Format --> Chart ---> Label

When the page loads, then this chart region or noting generated under the actions pages. So how can I modify the attributes. I don't know when these actions menu generated.
