Apex 5.1 Sample Interactive Grid - Master-Detail Bug - ORA-06502: PLSQL: numeric or value error

This error happens when adding a row in the Master-Detail sample page(35) for an department. Not when I add a row for an employee.

It does not seem to matter which button is used to call the add row functionality. It happens even for "create duplicate".
