Apex 5.1: Generating checksum url outside of APEX

Hi
I want to run a batch process that will be triggered by a scheduler job however there is a need to generate a checksum url to direct the user to a certain page with key item. My question is how can I generate this checksum url ? I do see create_session procedure however its APEX 18 and above I guess.
