APEX 4.1.1 reinstall fails

Oracle XE 11gR2
Oracle APEX 4.1.1 (from upgrade attempt from 4.0.2)
Windows 7

Attempted to upgrade APEX from 4.0.2 to 4.1.1 and got error because of folder permissions -> could not write out the install log.
Got that corrected but now when trying to upgrade again, fails and says "This version pf APEX already installed".

Status of APEX is 'UPGRADING'.

Select status
from dba_registry
where comp_id = 'APEX';

Please advise.
