Apex 4.0 additional blank lines in CSV export

I have an existing report with a CSV export that since upgrading to Apex 4.0 produces a blank line between each line of data in the export file like this:

"Col1","Col2","Col3"
"1","aaa","aaa"

"2","bbb","bbb"

"3","ccc","ccc"

...

Is this a bug in Apex 4.0? Is there a work-around?
