Apex 3.1 on new XE install - "Invalid Login Credentials"

I've just installed Oracle XE (on Windows XP). I have then upgraded Apex to 3.1. I followed the steps in http://www.oracle.com/technology/products/database/application_express/html/3.1_and_xe.html - I believe I followed them correctly.

The guide now says I can log into Apex, with a workspace name equal to my user name. I imported a user from another database, then tried to connect to Apex. However, I got the error "Invalid Login Credentials".

On my production (still Apex 2.0, not on XE) environment, I have to manage workspaces - no problem there. However, I got the impression I didn't need to do this on XE - certainly the comment in the guide saying "The Workspace name is equal to the database username used to login to Oracle Database XE" seems to imply that the old user=workspace model I have used in other XE instances (running the default Apex 2.1) still applies.

Am I missing something? I can set up a workspace, but really I'd rather not - this is only a little test installation, and if I can stick with the old XE user=workspace model, I'd be happy.
