APEX 23.2 URL Redirect

Is it possible to build an APEX application that requires a user to make selections. Those selections would be stored in a table. Then the URL to the APEX application would be placed somewhere for users to click. If the user has already made selections, then the application would automatically redirect them to another site, but if not it will open the page in APEX?
