APEX 23.2: Chinese characters in excel/CSV download are unreadable

When I try to export data from a report's Actions menu > Download (in excel or CSV format), the Chinese characters in the downloaded file are unreadable/garbage. These characters appear fine in the report on the UI.

Why is it happening and how it can be fixed?

Oracle APEX 23.2 on-prem

NLS_CHARACTERSET = AL32UTF8

NLS_NCHAR_CHARACTERSET = AL16UTF16
