APEX 21.2 Error when protected Item is submitted to DA

Hi,
I find the below behaviour ambiguous and seems like a bug.
I have a hidden page item P23_A with session state protection as Restricted - May not be set from browser.
I have a dynamic action with action Execute Server-side Code which uses this page Item.
On editing the PL/SQL block of this Dynamic Action, P23_A gets automatically added to Items to Submit attribute in page designer.

And when this dynamic action is executed, it throws error.
And the error from the Network tab :

Is this intended? or is it a bug?
