Oracle 12.1.0.2.1 databases, Exadata X4-2, Oracle Platinum support just applied.
Developers not reporting this earlier with Apex Applications. Oracle support doc refers to datapump. Oracle Platinum support installs these patches.

Unable To Upload Any File From APEX, ORA-22990: LOB Locators Cannot Span Transactions (DocID 2779786.1)

SYMPTOMS
On: APEX 20.2 version, Flow Builder
When attempting to upload files, the following error occurs.

ORA-22990: LOB locators cannot span transactions
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to APEX workspace
2. Upload a file using APEX component apex_data_parser
3. The error message shows up: ORA-22990: LOB Locators Cannot Span Transactions
**Issue started after after applying October bundle patch on Exadata on OCI
