Apex 20.2 Card region button to open a pdf in a new window.

Sorry just trying to get my head around adding actions to the cards region.
I have a sql query based card region. I have added an action button. I would like this to open a pdf (blob stored in the db) in a new window. Preferably in the standard pdf view of the OS

Any thoughts about this.
