APEX 20.2.0.00.20 on ADB.
From IG Export as csv.
Bug with setting for “CSV Enclosed By“
Tested in “Sample Database Application”, page 2 "Customers"
I see two issues:

Whatever you type in here it takes no effect in the export csv file. In particular a problem for the mostly used “-sign.

When I enter a “§” or “ß” I get an error: ORA-12899: value too large for column
Can you please take a look at this and let me know the outcome. Maybe I’m doing something wrong?
PS:
Just faced with the same for IR (page 4 "Orders").
... And “§” or “ß” is also a problem for "CSV Separator" for IR and IG.
