APEX 20.1 Theme Roller and error refreshing theme 42

In most of my applications the theme roller displays a full list of options. One of the older ones (which has been upgraded) will only display the following:

I get validation errors when validating the Universal Theme for this application, but when I "Refresh Theme", I get the following error:

I don't know how to get around this.
