Apex 19.2: I can change Region's BG Color but how I can change whole page color?

hi all,
I can change region's background color but how i can change background color of whole page especially asking for Login Page. please see blow screenshot for Region background color, this is only CSS and also want to use only CSS for page color... if possible.
