APEX 18.1 creating Web Source Module gives ORA-29273: HTTP request failed ORA-28860: Fatal SSL error

RHEL 6.9

Oracle DB 12.1.0.2

Oracle APEX 18.1

Oracle ORDS 18.2

When creating an Web Source Module in Oracle APEX 18.1, get ORA-29273: HTTP request failed ORA-28860: Fatal SSL error run attempting to test operation.

curl command with GET request works from Linux without issues.

APEX example web source (employee/hr) module works w/o issue as well.
