Apache Tomcat/4.0.4 - HTTP Status 503 - Servlet jsp is currently unavailabl

Hi,
While running my application i am getting the error:
Apache Tomcat/4.0.4 - HTTP Status 503 - Servlet jsp is currently unavailable.

My jsp file resides inside sample application folder.

how to rectify the problem?.
