Any Linux command to check how much RAM reserved by application ?

Any command to know if some portion of my RAM is reserved by some other product ? eg. Maybe I have 4 GB RAM but some product has blocked say 1 GB for itself resulting in only 3 GB being available for my O/S & EBS.

How toes one check that under Oracle linux ?
