An OracleParameter with ParameterName '' is not contained by this OracleParameterCollection

Greetings,
I am having this error long time ago and the thing is, it only shows on WIN10 machines.
The original machine was a WIN7 with Visual Studio.NET 2010 (Enterprise Library 4)
On WIN7 machines the .NET app works just fine. But when I try to run it on WIN10 machines the message pops up.

Any suggestion please.
