I have the exact same issue of my instance disappearing with no intimation from Oracle as in the link below.
The instances disappeared from the Cloud (0 Bytes)I was wondering if something is wrong with the credit card details you have captured. So I tried updating the card details but keep getting the below error. Please help!!
