alternative to UTL_FILE (other than dbms_output)

I am developing a technical design doc for a future product.For file operation I am planning to use UTL_FILE,but my Project Manager is telling me to document a second alternative to UTL_FILE.He is worried that the DBA will not be ready to make changes to INIT.OR file.....plus lot of political issues.

Please let me know if there is any good (or bad) alternative.Atleast for the sake of documention I would like to know
