Allow users to use Rich Text Editor to build their own HTML/Apex Page

Is there a way to allow users to use Rich Text Editor to build their own HTML/Apex Page? In basic terms I was wondering if I could basically create a wiki/html type page that by default displays the current HTML but could be edited by users (like a KIX page) and then saved and re-published.
