Allow non-admin users to monitor cn=monitor

I have set up a workflow to allow monitoring of cn=monitor on a port other than the default admin port (4444) however I need to allow a specific group of users access to query cn=monitor. Is there any way to do this without giving the users admin privileges? I am currently using OUD 11.1.2.1.0 running on a linux server.
