Allow image editing directly in APEX

Hi,

I have a requirement to systemise an A4 sheet of paper that has a template drawn on it that a user needs to put marks on, currently just a cross with a pen, but they want to be able to store them in the database or on the file system, could someone suggest the best way to start looking into this, im not sure of the best way to go, i was thinking maybe a java applet??
