Allow a user of Apex App to be able to select a spreadsheet and import the data inside into a table?

Hey,
My customer has asked me to Create a new table for the application called “SupplierLookup” that has 3 columns and then create a “mechanism” within the application that allows a user (administrator or basic) to be able to select an excel spreadsheet (attached) and import data from it into the new table
Here is what the table looks like:
