All softwares use java can not be launched ? Using windows 7

I can no longer launch or run programs or any software on my computer that make use of JRE/JDK.

For example, I can't use JDownloader and can't install netbeans. When run JDownloader I see javaw.exe in the Task Manager process list but it takes forever to make JDownloader launch.

Is there any way to find out what happened with my JRE/JDK install?

I did try and re-install the JRE/JDK but that didn't help. I also previously re-installed Windows 7 to fix it and it was gone. But now it's back and I would like to know why it's happening in the first place.
