All numeric oracle username

Hi all,

Am i able to create an all numeric oracle username?
I see that the username datatype in DBA_USERS is a varchar2 which means it's possible but I've also read that Oracle doesn't allow all numerics and you need to enclose the numbers in " for it to be accepted.
