Agent is unreachable error message!!!!

I am getting a connectivity error message whenever i try to patch using the oem cloud control  on my target. 

PREREQ_NAME: Agent reachability check
PREREQ_DESC: Check if the agent xxxxxx.example:3872 is reachable.
PREREQ_TYPE:TARGET_STATE
PREREQ_STATUS:FAILED
PREREQ_MESG: Agent xxxxxx.example:3872 is unreachable.
PREREQ_REMEDY:MANUAL
PREREQ_REMEDY_DETAILS:Make sure agent xxxxxx.example:3872 is running and ready, then retry this step.

My agent is up and running on 3872, i have ran the ./emctl status agent several time and it always give

Heartbeat Status                             : Ok

Last attempted heartbeat to OMS              : 2017-02-08 13:33:50

Last successful heartbeat to OMS             : 2017-02-08 13:33:50

Next scheduled heartbeat to OMS              : 2017-02-08 13:34:50

---------------------------------------------------------------

Agent is Running and Ready

I even ran ./emctl pingOMS to confirm the connectivity and it comes back with "

EMD pingOMS completed successfully

I don't know why it is failing with the error message " the agent is unreachable".... This is driving me crazy ,someone should help me please!!!!!
