Agent is down

it seems like my agent is down I have been trying to recover no luck in bringin it up any

Agent Connection to Instance
Status Failed
Details ORA-12519: TNS:no appropriate service handler found (DBD ERROR: OCIServerAttach)

this is the error I get whenever I try to recover it
Listener refused the connection with the following error: ORA-12516, TNS:listener could not find available handler with matching protocol stack The Connection descriptor used by the client was:
